California Dairymen Can
Now Breathe Easier

/ Tulare, CA — In the San Joaquin Valley of California, larger and
expanding dairies are having difficulty meeting the air quality
requirements necessary to receive Air Board permits. On Friday
October 28th, Western Dairy Design and Pro-Act Microbial conducted a
meeting at the Ag TAC center in Tulare where they presented a new
concept in dairy barn design, leaving attendees with new hope for
the future.
David Avila, president of Western Dairy Design, and Bill Campion,
president of Pro-Act Microbial, presented an innovative solution
that captures and controls animal emissions. They are confident this
new design will meet the Air Board standards, something that brings
a sigh of relief to area dairy farmers.
“Authority to Construct” from the San Joaquin Valley Unified Air
Pollution Control District (SJVUAPCD) is now required for any new or
expanding dairy in the San Joaquin Valley for any dairy that will
emit over 25,000 pounds of VOC (Volatile Organic Compounds) per
year. Dave Avila presented the new solution; it’s based on an
enclosed free-stall facility with animal housing on both sides and a
“Bio Barn™” in the center.
The enclosed barns feature a unique circulation system that is not
only beneficial in controlling emissions, but also keeps the cows
cool and comfortable. Large fans draw the air and emissions from the
animal housing area into the central Bio Barn where the VFAs
(Volatile Fatty Acids) and other VOCs are dramatically reduced with
the help of Pro-Act’s proprietary microbial system.
Avila and Campion believe that the air quality of the dairy can be
improved to permit a larger animal population on the facility while
still falling within the guidelines established by the SJVUAPCD.
